Biography

Ambassador at-large on Human Rights and Democracy Mr. Rauno Merisaari (b. 1957) is a Finnish diplomat and has a long career in the human rights policy and foreign relations both in the government and in civil society.

He is a leading expert in the international human rights policy and in charge of the international democracy promotion policy of the MFA. His portfolio includes as well the Government´s human rights reports to the parliament, freedom of expression off- and online, ICT and human rights, rights of the Roma and Holocaust remembrance issues.

He has worked as in the Ministry for Foreign Affairs promoting human rights policy strategies, democracy promotion, business and human rights as well as economic, social and cultural rights and human rights based approach to development. Amb. Merisaari has worked  as the Head of the Cabinet for the Minister of Development Co-operation, as the Government Senior Adviser on human rights in global issues, as Secretary-General of the United Nations Association and as Special Adviser in the European parliament and in several civil society positions.  He is graduated in Political and Social Sciences from Turku University.
